Monitoring, Early Warning and Early Response to Emergencies

Early warning and early response mechanisms are key to effective disaster management. We have learned that a hazard is only a hazard until it affects us – and thereby becomes a disaster. Hence, it is crucial to manage hazards through constant monitoring and establishing early warning and early response systems in order to lessen the possibilities of disasters. This course is designed to enable participants develop their own mechanisms based on their hazards and availability of capacities.
